House Oversight and Government Reform Chairman James Comer and Representative Andrew Garbarino have expressed approval following the U.S. House of Representatives’ passage of the Protecting Our Nation’s Capital Emergency Act (H.R. 2096). The legislation aims to restore due process protections for Washington, D.C. police officers and supports former President Trump’s executive order to “Make the District of Columbia Safe and Beautiful.”
“D.C. police officers deserve the right to fair representation, collective bargaining, and a clear disciplinary process just like other public servants,” stated Chairman Comer. He emphasized the importance of this bill in addressing recruitment and retention challenges in local police departments amid high crime rates in D.C.
Rep. Garbarino also commented on the passage, stating, “The House’s passage of my bill, the Protecting Our Nation’s Capital Emergency Act, is a critical step toward restoring law and order in Washington, D.C.” He highlighted that the Metropolitan Police Department faces a public safety crisis due to policies that have removed basic protections for officers.
The legislation comes after concerns were raised over the Comprehensive Policing and Justice Reform Amendment Act of 2022 (D.C. Act 24-781), which was passed by the D.C. Council in response to rising crime rates affecting residents and visitors alike. Congress attempted to block these reforms with H.J.Res. 42, but President Biden vetoed this resolution.
The new act amends previous legislation to reinstate provisions allowing police unions to negotiate over disciplinary matters and establish timelines for handling officer misconduct cases. The National Fraternal Order of Police has endorsed this legislative move.
