Subcommittee on Military and Foreign Affairs Chairman William Timmons (R-S.C.) opened a hearing on the National Guard State Partnership Program (SPP) in Washington. The hearing, titled “The National Guard State Partnership Program: Strengthening U.S. Security, One Partnership at a Time,” focused on the program’s role in enhancing security through global partnerships.
Chairman Timmons emphasized the SPP’s success since its inception in 1993 as a post-Cold War initiative. He noted that it has been effective in building military relationships worldwide, currently maintaining over one hundred partnerships across various Geographic Combatant Commands.
“The State Partnership Program has helped the United States deter our adversaries, enhance allied interoperability, and promote regional stability,” said Timmons.
He acknowledged challenges identified by a 2022 Government Accountability Office report concerning tracking activities and clarifying legal authorities. Despite assurances from the Department of Defense that these issues have been resolved, Timmons expressed interest in how Congress could further support the program’s success and prevent future problems.
Timmons also addressed funding concerns, pointing out that while the SPP’s budget is just one percent of the overall defense security cooperation budget, it accounts for nearly thirty percent of engagements with partners and allies. “It is my hope that this hearing will bring to light the need for enhanced funding for the State Partnership Program,” he stated.
The session aimed to provide insights into aligning partnerships with national security priorities and measuring successful outcomes. Chairman Timmons concluded by expressing his anticipation of valuable input from witnesses present at the hearing.
