House Oversight and Government Reform Committee Chairman James Comer has expressed approval following the signing of the D.C. Robert F. Kennedy (RFK) Memorial Stadium Campus Revitalization Act into law by President Joe Biden. Comer emphasized the bipartisan nature of the legislation, highlighting its role in transforming a neglected area of Washington, D.C., without burdening taxpayers.
"The D.C. RFK Memorial Stadium Campus Revitalization Act is a bipartisan success story," said Comer. He stressed that the House Oversight Committee is fulfilling its duty to oversee the capital city and noted that repurposing the land would bring economic benefits to Washington, D.C., at no cost to taxpayers. Comer also mentioned his intent to continue collaborating with colleagues and D.C. Mayor Muriel Bowser on further legislative efforts for a safe and prosperous capital.
The legislation was introduced by Comer in July 2023 as H.R. 4984. It aims to transfer administrative control of the RFK stadium site from the Secretary of the Interior to Washington, D.C., while keeping federal ownership intact. The act permits redevelopment for various purposes, including commercial and residential projects, but restricts federal funds from being used for future stadium redevelopment.
The Congressional Budget Office's analysis concluded that this legislation would not affect the federal deficit. After passing through several stages, including approval by the House of Representatives in February 2024 and by Senate committees later in 2024, it received unanimous consent from the U.S. Senate on December 21, 2024.
