House Committee on Oversight and Government Reform Chairman James Comer and Senator Mike Lee have introduced the Reorganizing Government Act of 2025. This proposed legislation aims to expedite congressional voting on government-wide reorganization plans submitted by President Donald Trump, with the goal of streamlining operations to enhance service delivery to Americans.
Chairman Comer emphasized the need for reform, stating, "Americans elected President Trump to reform Washington, and his team is working around the clock to deliver on that promise. The federal bureaucracy has grown dramatically in size and scope, creating unnecessary red tape. We must cut through the inefficiency and streamline government to improve service delivery and save taxpayers money." He expressed his intent to advance the bill in the House Oversight Committee soon.
The proposal comes amid concerns over government expansion over two centuries, leading to inefficiencies and bureaucratic hurdles. With a federal budget increasing from $3.6 billion to $7.3 trillion alongside more than 400 executive agencies, proponents argue that restructuring is crucial for cost efficiency and improved services. Recently, a House Oversight Committee hearing titled "Rightsizing Government" featured Governor Kim Reynolds discussing Iowa's state government streamlining efforts as a potential model for federal reorganization.
Senator Lee highlighted the constitutional authority aspect of the legislation: “This legislation allows the President to use his constitutional authority as Chief Executive to reorganize federal agencies, eliminate weaponization, and right-size the government to better serve the American people.” He stressed that reauthorizing presidential reorganization authority provides a comprehensive tool for restoring effective governance in Washington.
The Reorganizing Government Act of 2025 intends to renew presidential authority for proposing executive branch reorganization plans until December 2026. This initiative seeks to reinstate a power last active in 1984, aiming at modernizing government efficiency. The bill mandates that Congress vote on any proposed plans within 90 days using an expedited process not subject to filibuster.
